THE 5 YEAR HOUSING LAND SUPPLY 

West Dorset, Weymouth and Portland

It is no secret that we are in the midst of a housing crisis. Many people, in particular first home buyers and young adults struggle to find affordable place to buy or let. 

The governments attemt to tackle this crisis is by getting more new homes built. In February 2019 it issued an updated National Planning Policity Framework (NPPF) to "significantly boost the supply of new homes".

Councils need to demonstrate the actual need for new homes in their borough and also a supply of specific deliverable sites on an annual basis. It also requires an action plan if the local planning authorities show consistent patterns of under delivery. 

 

The West Dorset, Weymouth & Portland Councils adoped the Joint Local Plan in October 2015 and set out a new housing target.

This Plan becomes five years old in October 2020. Therefore, the Local Housing need figure will need to be used as a measure of housing delivery. The figure published to date indicates a figure of 730 - 805 dwellings per year.

TARGET

Since the start of the Local Plan period in 2011 the annual housing target of an average of 775 dwellings per year would have equated to a delivery of 6.200 dwellings within 8 years by 2019.

However, the delivery has only been 4.880 additional dwellings, which means that it has fallen behind the target rate of the Local Plan.

The cumulative shortfall in supply for dwellings for 2018/19 was 1.320.

PERFORMANCE AGAINST TARGET

In addition to the providing of housing land and to make up any shortfall within this five-year period, the need to apply a buffer to this supply is required. 

This buffer is derived through a housing delivery test that assesses the housing need against the delivery of homes. 

Its results are expected to be published every year in November by MHCLG based on data supplied by each local planning authority.

SUPPLY BUFFER

After applying the above test and collecting all required data by 1st April 2019 a new 5-year requirement for the period of 2019 - 2024 has been calculated. 

The supply requirement for this 5-year period is 5.455 dwellings

This equals a need of 1.091 new dwellings per annum.
